Evaluation criteria

We evaluate platforms on eight PA-specific dimensions: DOS approval status, pricing model, KBA + credential-analysis inclusion, audit-trail retention per 57 Pa.C.S. § 306.1(h), BYON (Bring-Your-Own-Notary) support, and adherence to the $25 PA RON fee cap per 4 Pa. Code § 167.3. Read the full post-Pavaso shakeout analysis →

Before you commit

  • Verify the platform is on the DOS Approved E-Notary and RON Vendor List (PDF).
  • Confirm the platform has a § 167.88 tech-provider-wind-down plan — what happens to your audit recordings if they go out of business (like Pavaso).
  • Confirm the platform caps fees at the $25 PA maximum or gives you control over fee disclosure.
  • Request a demo signing before subscribing — UX varies wildly.

Prices and approval status change frequently. Cross-check with the official DOS PDF before any production notarization. Report corrections to support@panotaryedu.com.
